buy Ip Address forever for streaming

Dear sir/madam
is there any possibility to buy a ip agrees for streaming like a domain name

if we buy a domain we can use it forever  we can change hosting provider and also domain registrar
but not change domain name

Can I buy ip address like this ?

The latter is simply not possible due to the nature of Internet - although you can route a /32 (single IP), nobody will do that. What can be routed are subnets, and they are only routed to the owner. If you want to be a owner of an IP subnet: start a provider and ask for IP subnets. Spoiler: there aren't anymore left, so you have to pay bigtime to get them.

If you want to be able to transfer your streaming provider to another one without changing your address that people listen to, do it by a DNS CNAME or something on a domain you own yourself. Choose providers that are able to put streams on standard ports like 80 (HTTP) and you can switch if you want. Or maintain your own (VPS) streaming host with a DNS name pointed to it.

I read this inside that page: "This service is also ideal if you regularly change streaming providers and would like to have one single URL to provide to platforms such as TuneIn, iTunes and other directories and not have to worry about updating your stream in multiple locations and potentially lose listeners".
And yes it costs a lot, but does what TS asked "the same ip for life". Or I didn't get something about the first question...

i don't understand why you would want / need an IP for life?
just use DNS.
