Cortana is a royal pain in the butt... besides being useless she caused us issues with something similar a while back I think we ended up disabling the Cortana service.

Mine does the same. It doesn't matter how many tracks I removed, of my 12,000 or so it stops importing after about 5,700. There's definitely a bug.
