Title: Song Request Plugin and MySQL Connection

I'm looking at a tutorial on how to set up the song request plugin and I'm confused as to why the instruction shows the use of HeidiSQL when I'm already using MYSQL. Do I need both? I know that Godaddy does not use port 3306, but they say I should be able to use port 21 for this purpose. How should I proceed with setting up the port connection? (use MySQL or configure HeidiSQL or do I use both together? Here's a link to the instruction site I'm reviewing.  Thanks.
