Is it possible to use the teaser plugin with a rotation?

e.g how do you ensure the tracks that you want to use for the teaser will end up in the rotation?

It's not working that way. The teaser are created based on the tracks which are on your live playlist. If the tracks have the hook cue points added, only then teasers can be created.
You can trigger playing teasers using events, for example at top hour, or by using manual events in rotations.

Think I'm with ya so I need to:

Load Rotation in this case evening rotation
Add hooks in & Out on tracks to be featured
Create the cats and subcats for start, mid & end
Import teaser elements
In Teaser settings Intro, Transition & Ending subcats need to be set to teaser
Create an event in this test have used manual event.

So I did all the above then created a play list with 10 songs 3 of which I've added Hooks In & Hooks Out
Set an event to load the playlist(manual)
Set an event to fire the teaser(manual)

This works great but would mean id have to Hook In & Out on all my tracks for this to work on a rotation?

You stated exactly what should be done (like a manual) to have teaser working and yes more Hook In & Out you set more chance you have your teaser is likely to take songs into the event (and if you repeat it, it won't be the same. It picks tracks at random).

No.  What I did was picked a couple of categories that had feature songs that one category played every hour, the other every four hours and set cues on those songs first.  Then I went through and picked some of my core artists and set cues on those songs.  When I add new music, I set cues on those songs.  Then, fill in gaps as you have time.

I Still haven't set cues on every song, but I have enough that teasers play when I want them to.

You need to load the teaser feature with an event into rotation.
