443 is HTTPS protocol not to be confused with the ssl function of mysql. you can set a ssh tunnel if you dont want any spying, but thats more complex.

besides the router, the pc or server's firewall has to be set also. stick to port 3306. esp. if you host your site on a hosting platform that has its own (WAF)firewall, check with them if you need extra whitelisting for your  mac/ip-address.

 on your internal network you can map any port you like to the outside port so you can set the windows firewall, as long its not in use. higher TCP numbers above 49152 are free range in the router, so poking a hole in the firwall 63306 internal IP to 3306 outside wan would be fine.

keep also in mind you need to set a good long legacy password in mysql user and give it your hosting ip for extra security (or if you only demo local ip 192. range), give it the correct read/write access permissions to the tables you need. you dont want be hacked and have the DB messed up. you can set this with heidisql or dbeaver.io (alsd a great way to test access remotely).

I have tried everything but I can't get anything to work..   I think my ISP is blocking the forwarding.. 
I had this working months back but once I upgraded my cable to Gigablast I have not been able to get it to work.
I have changed every configuration of the router settings but still I am not having any luck..

Can you give me the step by step from finding a open port to using it as a remote port to control port 3306...

I have temporairly shut down my windows firewall and router firewall and still can't get this to work..

I was not able to get telnet to work in my comand line...   but   I was able to run the comand line for the MySQL and this is  what it said:

So it looks like it is using port 3306..    Now I am trying to see if I can connect to it from the outside...

My advice Switch to MariaDB and maybe you'll find your port issues are solved. I had my ports forwarded for my servers within 5 minutes because I know about configuring a router.

Google the name of your router and see if it tells you how to port forward

Is that a different server ?   How do I switch to it ?

What version of MySQL should I Use and what version of PHP works with the RadioDJ script ?

I have tried everything..

So when I run  https://www.stewartswebworks.com/databaseportcheck.php

I get a connection successful using port 3306

but I can't get the script to work..   (It worked months back)   I was using PHP 5.3  because that is what was recommended in that script.  But my host suggests that I use a later version  7.4  but I don't know if it is compatible with the script..   I am trying to get more info about the compatibility of the RadioDJ  script..

If I use my Host's Database info...   The script works but since it is not connecting to the local server on my computer it will not interact with the RadioDJ Program...   (I tried to connect to the Data Base on my hosting service but that is not working with The RadioDJ   Program.. ).

So I contacted my Hosting Service and they informed me that they don't support connections from outside servers..  Which means they are blocking the script from working.   Apparently this was activated  earlier this year when they made a change over to their system. So everything is fine with the script and my server, but the issue is with my hosting service.

I want to thank everyone for all of their help..   I am going to figure what the next step is for me to proceed.

who is your internet service provider, COX?
if you said that you got a successful connection test from stewarts web works, then your internet service provider is alowing that connection thru...

I was talking about my website host..   They changed  their policy and do not let you use any external servers with your scripted pages.   I can only use their MySql  but it defeats the purpose of running the request script since it can't interact with Radio DJ..    I have to figure out another way to do this..  Maybe find another Web Host...  but I would have to move all the files over to them unless I could find a host that would allow me to just pay monthly and only host a few pages..    I am looking at different options right now..
