Live Podcasts media source

Hi guys,
Here's me problem. We run a music radio station on which, from time to time, we play live podcasts, where we stop the RADIODJ and use VB Audio Virutal cable to catch the sounds from TeamSpeak 3 (where we meet) and broadcast the voice live to our Radio Station.
This works absolutely fine, we did recently introduce though a media center to the mix. The media center is basically my laptop, which also connects to TeamSpeak 3 and by a Virtual Audio Cable connection the sounds played from the laptop get transfered to TeamSpeak 3 where we can all hear it.

The problem is, that this solution provides me very little possibility of managing the voice volume coming from the laptop, the volume sliders on various programs do very little, even on 1% power the coming sound is pretty loud.

Thing is, we would like to have background music present during these live broadcasts and even though the volume is an issue, it's still not the main enemy here. The main problem at hand, is that if f.e. I turn on some music in VLC and broadcast it to TeamSpeak3 for some reason the volume of the music randomly changes it's rate, where in a few minutes it began quiet just to go into annoyingly loud minutes after, without me changing anything.

I thought it might be an issue with TeamSpeak, so yesterday I put up a Murmur server and did the same tests using Mumble, the effect was exactly the same.

I do realize it's quite a general description of my problems, though maybe someone may have an idea of what we could try.
Also - I've tried a simple StereoMix instead of VAC, same thing.
