Auto starting encoder.

Is there a way to have the encoder(s) enabled but not auto start when you load up RDJ?

I tried looking around for options to disable "Auto start encoder" but I can't seem to find any.   I would like to keep the encoders "Enabled" but to "NOT" auto start.
