WINDOWS (bring to front?!) RDJ 1.7.0

This may be more of a WINDOWS question, but I'm hoping someone has dealt with it before.  Somehow, the UTILITIES window will only open BEHIND RadioDJ.  All others, (Track Manager, Playlist Builder, Audio Processing, Options) all open IN FRONT of RadioDJ, yet UTILITIES remains stuck BEHIND.  I've even tried going to the TASK MANAGER and right-clicking on UTILITIES and choosing "Bring To Front" to no avail.  Any suggestions?  This install is running on Windows Server 2003.

For now, un-check "Always on top" in options>general.

I guess this is a bug as the settings windows doesn't have the same action.
