Time announcements?

Is it still possible to have the time announced at the top of the hour?

Edited to add: I may have found the answer. I thought that "disabled plugins" meant they didn't work any more. Now it looks like that just means it isn't a part of the package and I have to move it into the folder with the plogins I'm using now, and it will work. Is that correct?
